No, that wouldn't fix the problem. Belfs aren't oversaturated because they're just that great, but because they're the only pretty race -on the Horde-. If they were on the Alliance, their % would be much more reasonable. If they were their own faction, no one would play them, since people play them to be on the Horde. The solution is to add other Horde races that aren't ugly savages or rotting.
