Basically, an orbal shutdown is caused by some sort of external force sucking up orbal energy in its area of effect, which prevents orbal devices from functioning. Russell's invention prevents this transfer of energy, thus allowing you to use a particular device during an orbal shutdown. Remember how you installed those things into the phone of every Bracer guild branch in Liberl? Leinz's comm device basically works the same way.
