Is there Rerolling for ultra rare medals or whatever in the KH mobile game? I play other mobile games because they are cancer, but only if I can reroll for the ultra game breaking card/character/medal/weapon/etc. at the very start. Or is Rerolling not possible in Unchained X

It's possible, but you have to delete and redownload the game multiple times in order to re-roll you account til you can pull good medals in it

Depends if you're re-rolling in JP or global. If it's global then hurry and re-roll today til you get EX Sephiroth. If it's JP then re-roll until you get both EX Gula and EX Aced

A lot of people are switching to JP because it's miles better than global, but if you really want to be able to read anything without guides or translations then play global

Starting with global and then switching to JP is not a bad idea. You can play the tutorial quests, get used to the menu, what the buttons do etc before switching to JP.

Roll good medals on JP first, since it's Anniversary right now and there are some amazing medals. Then I would recommend playing Global for a while to get the hang of things and learn how things work. Don't spend money on Global though. Once you feel ready, boot up that JP account (do keep logging in on it daily though for more jewels)

Then wait for Final Mix style DLC, more UX, the inevitable Switch game, and KH4.

There haven't been any hints from the trailers, interviews, or from credible sources that have hinted at the game being rushed. I wouldn't worry about it unless newer trailers start showing it
