Is the EU region dead? I'm from EU and was wondering whether I should make a character on EU or NA.
If NA, what classes are least dependant on good ping?

EU isn't dead, just ask for a link to their discord or an invite to their guild.
Tomorrow will begin a leveling event and all that crap so you might want to start then. You can get to lvl 50 only by doing yellow quests but blue ones will give you some nice gold and rewards for your first time.
