Skill points were done away with. The leveling process is much more streamlined now and focuses on individual player abilities rather than brainlessly putting points into cookie cutter stats.
Because the only customization is cross role actions and even then there's almost always a set 5 you use per role.

Not really. Primal is an NA data center, so you should be fine in that regard if you're also NA. Haven't heard much about Lamia on here since Balmung and Gilgamesh are two of the most popular Aether servers, but they're locked now so it's a moot point. Mateus and Faerie are also on Aether and considered mid-pop if you were looking to play with more people or see more populated cities. Duty Finder is cross-server now and grouped by data centers, so you won't see many problems with finding people to do things with unless you put up a Party Finder in the middle of the night.
