Whatever is there is really brief and never really expanded upon. People like to point to their apology and crepe date, but they never get closer after that, so it's different from Fuuka/Natsuki and Mitsuru/Yukari making up and then later confiding in each other. Even little side comments would have been fine to show that they hang out when you're not all in a group, but there's nothing.

I've been disappointed since the first trailer tbqh.

They weren't meant to be closer. While they do have strong sentiment towards each other, Shiho leaving school and the aftermath of Kamoshida, Ann becoming a PT and focusing on modeling, meant that their friendship is probably goint to drift apart.
