Majority of the playerbase is not, has not been, and will not ever be maxed. Last year's days on daily players showed half couldn't even get into prif. At best, that has gone up to 75% can 25% can't, but that's being optimistic. Entering prif doesn't mean maxed, anyway.

bring all the charms, shards and empty pouches with you to taverley shop
withdraw all your granite in note form
that will leave you 24 empty slots
sell 24 granite to the store, then buy them again
create your pouches
now you can either disassemble them or find a world where someone has put a portable deposit box and bank them
