So I think I know what you're saying when you saying exploitative.
How I saw it is that people were willing to pay what they felt this game and all the hats were worth, but what you're saying is how Valve appeals to these people by making them pay for stuff year by year which adds up in the end.
I think the answer is some middleground though.
I think it only becomes exploitative when people feel that they don't get their money's worth.
