don't be fucking retarded, the passives are completely different. why the fuck do you think it stacks with killing edge and hautclere? because they perform differently. killing edge passives only add a static -1 to the charge for a special, but effects like heavy blade and steady breath add -1 for every attack given that they fulfill a certain requirement, and given that they are the largest charge speed of similar effects

therefore wrath will not stack with heavy breath or heavy blade
