that and it'd be too small scale. Literally only two factions, both mostly identical in troops. It wouldn't work as a TW game, but as it's own thing:

>North gets infrastructure, production, industrial and political bonuses
>South gets growth, replenishment, agricultural and financial bonuses
>Generals give army wide passives, officers give regiment wide passives
>line infantry, skirmishers, artillery, light horse - Line Infantry beats horse, horse beats artillery and skirmishers, skirmishers/artillery beat line infantry
>controlling ports, forts, and railroads are of vital logistical importance. Ports greatly increase income, Forts greatly increase area control and provide off map artillery, railroads boost troops movement and replenishment
>Diplomatic efforts with the european powers can yield bonus money, support units, or special events/abilities like naval blockades
>battles are in real time but troop response to orders are slightly delayed as orders are relayed through flags and musicians. Nothing more than a second or two though because lol fuck simulation
>regiments get leadership bonuses fighting in their home states
>Regiments are named by point of origin and a random number - like you build 3 infantry regiments in New York, you get the New York 5th, 2nd, and 9th
>researching technology is of vital importance and can result in large bonuses to your base units, ex. Minie balls, canister shot, self contained rounds

I'm sure there's already plenty of games that do this but they're very niche and tend to be very simulationist.

Then in the DLC/xpac you add crazy non historical shit like additional faciton
