He can basically do everything AE does (bring all your good fanfares back, bounce cycle itself with two copies, serve as a major threat) but on a bigger scale. He definitely has utility use, the thing is those utility uses will come more into play in a value control deck than an OTK deck.
He only does more damage than bolt if you can bounce enough things to fill your hand all the way up though, because he doesn't replace himself with a cycle like Bolt does.
Overall I'd say the card can safely be considered an upgrade to bolt though, purely on account of him being more versatile AND not being a brick when you don't kill the opponent (9 face and nothing else vs 9 face and a 9/9 the opponent has to deal with, in addition to repopulating your hand). Not to mention, you don't ACTUALLY need to play him from a full hand like Bolt, so long as you have enough cards on the board to make him worth it. Overall he's just a lot more proactive and has better value, even if in terms of raw killing power he's clunkier.
