It could have been worse, instead of locking it to 50% like Defiant skills and making it -3 cooldown, they decided to treat it like Vantage so it's stuck at -1 but the HP threshold increases. Also wondering if that damage boost applies whether Wrath is up or not, Shield Pulse works differently so it's not as comparable a situation.

Lets talk Wrath.
Using Fir as an example, because she embodies exactly the cripplingly unfocused stat distribution this skill can potentially mend, what would be the optimal setup? Can a unit this bad even be salvaged with Wrath?

For the purpose of this, we'll assume neutral IVs, which means 41hp/25atk(lol)/36spd/24def/31res

The way I see it, there's a few possibilities:*

>QP + Wo Dao + Moonbow.
Moonbow is reduced to 0 initial charge, triggering immediately on initiation for +20 damage plus unit's attack (25+13) and moonbow's 30% reduction to enemy defense. 20 damage ignores WTA while the rest depends on the user's attack and on WTA

>QP + Slaying Edge + Iceberg
Iceberg is reduced to 0 initial charge thanks to Slaying edge (or any killer prf). Triggers for 25 damage (50% of 30 res + 10) plus unit's attack. 25 ignores WTA while rest depends on unit's attack and on WTA

>QP + Slaying Edge + Glacies
35 damage instead of 25, but can only trigger on first combat phase if unit doubles.

>QP + Wo Dao + Glacies
45 damage, but can only trigger on first combat phase if unit doubles a target that can retaliate (melee or close counter).


Thoughts?

*Note all builds assume Ardent Sacrifice to ensure Wrath Threshold in a single non-combat turn, and thus 1 turn of Wrath's cooldown effect
