In the wasteland, I think people would form deep connections to those who ar enot out to kill them. That's a major plus. Additionally, people who go through hardships develop fast feelings for each other, and every day is a hardship in the wasteland.
I think relationships would be much like skyrim. They have that whole "life is short so get married today" sort of thing going on, and I feel that the commonwealth would be similar, and for the same reasons. If you find someone who doesn't try to kill you, and you're attracted, then those are the big two check boxes crossed off already.

Nah, any legendary enemy can drop them. Harder difficulty gives you more legendary enemies, which give you more overpowered shit, which makes the game actually easier on hard mode.

The ~3 pounds lighter weapon is the most appealing to me, for that reason. You're carrying whatever you choose all day every day, that adds up.
Steyr does make a 7.62x39 version. And I guess I won't shoot at people wearing power armor anyway.

Why is best answered by the problems both the British and the Australian army has had with their assault rifles. The steyr is a prick, and was not well suited to Afghanistan at all. Weight isn't everything, especially with a rifle as uncomfortable as the steyr.
I have good news though, the f90 exists, but it's not as if the debate about bullpups has exactly abetted. Bullpups are really about troopers being inside vehicles in any case. I could see it working with vertibird based troopers or whenever Fallout has other vehicles in the game but until then, not really.
