Because it just take forever in HS. It's a card game, you pay, you get the best deck in the meta, you win half your games and then you brick the other half. that's all. There's no skill required to hit Legend in HS or Master in SV.

Those winrates are inflated by people misreporting storm losses as ramp losses.

You have to nolife the game in one month to get Legend because of the monthly reset. You can take your sweet time to reach Master since there's no reset at all. If anything, time spent is far more important in HS than SV. Skill isn't important in both games.
