Can someone explain what might be going on here?

I have an otherwise awesome Clarisse but every so often I run into shit like 35 def Ike in the arena and she can only do 4 damage per quad strike. I looked at all of his skills for anything that could possibly reduce her effective atk there but nothing. I look at the other enemy units. Nothing. Meanwhile, with another random enemy sword general she can do 12 per quad strike with him having 37 def (debuffed to 37 but).

I know skills fairly well by now and this is baffling me.

Her Atk is high enough that only the highest res greens and reds won't die, even with -Atk.
If she has GTB she'll likely be able to handle nearly all blues and greens.

In other words, if you're centering your team around her, get units to cover what she can't kill.
In non-Arena, that's red mages and fliers, who tend to have high res.
Nowi without -Res can likely tank most red mages and kill them. Ephraim wouldn't be bad but his res means he won't be able to bait as easily. You can still use both, though.
Ike and Erika don't necessarily have the same function but they're both good units. If you're using Ephraim then Erika's weapon effect (Hone Atk 2) won't stack with his, but it can still be worthwhile depending on your positioning and the fact they could buff each others.
Ike with SB can deal with just about every green and every sword user, meaning it helps both your Julia in dealing with greens and your blues in protecting your Julia. Erika would likely have less punch but she can also do the job.

In all honestly, pick your favorites and try and if you can keep a balance of color you should be fine.

If anything, I want different Arena tiers. Have the current Arena, make a 4* one, make a 3* one.

Or even better, add handicaps in the form of multipliers for extra points if you don't use X,Y or Z thing for your run. Wanna get to tier 20? you need to make a run without DC on any team member for example.
