It is totally and utterly illegal to promote yourself to Captain as an Assistant without consulting the present authority aboard the station, especially when there is already a Head of Staff on the manifest.

Understand that this is something that happens quite a bit in this game. In my experience as Security, there have been at least 3 separate instances of Mechanics breaking into the Captain's Office and nabbing the spare at roundstart, despite there already being Heads of Staff on the manifest. When they try to tell me why it was okay, it's always one of two things:

1. "I didn't know there was any heads".
2. "I just wanted access into X."

Both of these reasons might even true, however it doesn't make it admissible.

I play Security a lot, and this is why I just ignore nearly everything a prisoner tells me unless it is something they can actually prove to me via material evidence or an alibi.
Example: A few days ago, I was the only member of Security, and I was the Warden. I saw on the cameras that the Captain's Office was blasted open with people relaxing inside, so I ran down and hailed one of the people, telling him he was under arrest for Trespassing. He ran off, so I tased and cuffed him and his partner, who had also ran off.
In the brig, his partner shouted a lot about I was in the wrong for patrolling the halls and leaving the Brig as the Warden, and screamed about how I was the worst Warden in the world, etc.
Now in that situation, I can explain to him why I was outside the Brig, and how I caught them in the Captain's Office. But generally people in those situations are already mad and it doesn't matter what I tell them. They just need to cool off.
