I don't think Charisma SHOULD have a bearing on Speech skill, though.
Charisma is your ability to be charming, likeable. Speech is your ability to convince. They shouldn't be tied together. If anything, Charisma should also be able to be used as "Speech". Take these lines from New Vegas, for example:
- "250 caps. Unless you think you'll find another buyer soon for such specialized parts?" - "But you're going to cut the price to 250 because I'm just that charming, right?"
The first one is clearly a Barter check, and acknowledged like so in the game. Yet the second one is a Speech check, when if anything it should be a CHARISMA check. You are not smooth talking her with an argument, you are literally saying "I'm likeable, give me thrusters".
This is what I mean by "Charisma and Speech are different things and shouldn't be related". That doesn't mean there cannot be moments where a high Charisma is needed before an NPC will be willing to listen to your carefully worded argument. But to imply Speech is directly tied to Charisma, as in "with 1 Charisma, your Speech should be capped at 10", is absurd, IMO.

National Guard Training building was my favorite farming spots before I said fuck it and installed mods, Hubris Comics is another good spot. Everything scales with your level, so the chance to get say a plasma gun at lower levels is slim.

You'd need an area that's relatively high level, probably your best bet is running around the certain Nuka World skirmish locations as high leveled legendaries spawn often enough.

Two shot, there aren't any missile launcher modifications that increase the base damage so you always get the maximum damage without even upgrading it.

speech should be less about charm and more about how willing they are to believe you
lies, threats, or just arguments should all be covered under speech bartering should be just that, making trades, either for materials or cash charisma should affect far more than just dialogue checks, and while they should exist, it should be more the very base that your dialogue choices are built upon low charisma should get you jack shit in the way of dialogue options outside of what is absolutely necessary, ie a 1 cha meathead asking for a shopkeepers life story is gonna get told to fuck off ten out of ten times, doesnt mean he cant buy shit, just means hes never gonna get the option to do more than that, while someone with 10 cha might get a bunch of different map markers, quest hints or other valuable information out of someone just by clicking through flavor dialogue
so in a way it HAS to affect speech and barter, but not in such an inorganic way as to hard cap skill progression think of it more like strength and its relation to melee damage, having a character with 100 melee weapons is till gonna be able to wield the weapon, but because his str modifier is low hes gonna be going notably less damage than someone with 10 str the skills you level need to absolutely be tied in that way to the character you create, someone with flat 1s in every stat shouldnt be comparable in any way to someone with flat 10s even if their skill levels are equal or you risk making special semi-meaningless and every character becomes an identical 10 int genius just for the sake of getting the most out of the game via skill points

For me it's ambient music. Or at least sounds. Caves of Qud has music and sounds, but DDA doesn't have shit. It's really weird and makes gameplay kinda shit, because audio indicators are good ways for the player to grasp what is happening around them without outright trying to tell you via text spam, like DDA.

You should actually go back and learn the lore of the BoS.
Back in Fallout 1, the BoS helped out wastelanders, even protected The Hub from raiders, and helped the fledgling Shayd Sands reintroduce technology back into the wastes.
It was only between Fallout 2 and NV that they went full isolationist. The Outcasts even helped Lyons protect people for years, even after the West Coast had cut off communication, and only left because Lyons refused to go look for tech in Fort Independence.
This meme that they left because of helping people is wrong, the BoS has always helped people. They left because Lyons wasn't going out and collecting tech, while Maxson is.
