I'm not a fan of Tiara but I don't get what's the big deal about liking unused/obscure characters. All in all, it's just a character

Red Tape involving STI, I imagine. Legal ramifications for work environment and the such. The best legal option would be for them to never touch it.

So basically a legal gray area that means the fans have (almost) complete control over the character except getting anything X-treme in official Sonic works.

Characters like Fang, Honey, Bean or Bark are cool characters to get attached to. Mighty is alright but just a Sonic recolor. Ray is pointless and Tiara was never a character to begin with

Remember that rumor where it was claimed that Sega couldn't use Mighty, Ray or the Hooligans because the creator(s) of those characters left with the copyrights?* Well the only way I can think of is that maybe that's the case with whoever created Tiara in the first place.

*(Which was debunked because if that were true, then Sega couldn't legally give them those missing poster/wanted poster cameos in the first place.)

You've got some valid statements but I think the whole reason readers were excited about her getting in was precisely because there were people who gave a shit about her. Granted, they care a lot more now that she has an actual personality and role, but it wasn't a void of indifference before.

So, they don't own Tiara because the game wasn't officially a Sega product? I didn't know, I thought the character was copyrighted to Sega.

It is owned by them, but I'm theorizing that because of the STI situation, they can do nothing with her (Which happens a lot in various companies).
