are you an offlaner? If so, I assume you have a hero that can trade well, if not, then ring of repick into a proper offlaner. If so, then level 1 you just bully the Lion, Luna has abysmal range, so if the Lion tries to harass you, just bully him back. Make him run out of regen, the Lion then will either go stack and pull, in that case, it is 1v1 and you contest the pull, if not, the Lion will have to go back to base to heal, whereas you, as an offlaner, occasionally get enough CS to BUY MORE REGEN. This allows you to gain a level advantage to the point where you can stay in lane. Also, buy raindrops when you can, magic stick is good too, try to get their bounty runes as well.

Since Valve seems intent on trying to make heroes more dynamic (see: Bloodseeker, Death prophet, Faceless Void, Lone Druid, Necrophos), they should just bundle Nethertoxin's passive damage bonus to Poison Attack.

What would be a good active spell for Viper, /d2g/? Note that most of the spells added to heroes usually provide some form of utility.
