When should I LB as a melee? I'm never sure when it's a good idea to do so on a boss. Earlier I was doing Sus normal and LB3 only took about 4% off. Should I have done it earlier in the fight so we could build more charge for a second one?

Yes, unless the fight has a mechanic taht requires a specific LB on a specific target or targets just use it ASAP.

Unless you need it for something specific throw it away as soon as it comes up. Casters that don't LB during multipack trash pulls and physical DPS that let LB sit until the last 5% of the last boss make me seethe with mild rage. It's such a waste letting it sit there when it could have built up ten times over.

If you're confident in your group's ability to kill the thing, you should use it ASAP if it's not going to get you killed.

Some groups save it for healer lb3 to secure a kill where one would've been lost, but just as often a party that needs healer lb3 will trainwreck after that.

Likewise in dungeons, don't save LB until you've built LB2 on the final boss. Use it for big pulls if you're ranged, or use it ASAP on a prior boss if you're melee.
