Judging just by this alone Noctis seems to be the only character whose mobility doesn't suck dick, so he is shaping up to be the only fun character in the game

It won't be doing much damage coming from Tyro and it boosts the party's ATK/DEF/MAG/RES/MND by only 15%, but it's also a Hastega.
So... I guess I'd say it's decent-ish, but it's still not something you'll use much if at all. But hey, free +10 ATK.
