Equality's MIL reduction (-0.01) is so small to be meaningless when compared to the big factors that negatively affect pop militancy (often 0.2 or more). You could also argue that reducing MIL artificially is bad in theory as it would slow your social reforms in the late game, but the same fact as above applies: you won't ever notice because it's so small.
Productivity is objectively good for an unciv: you can levy more taxes, and your pops will produce more goods all around making you and them more money. Throughput bonuses are more subjective when it comes to advanced industrialized nations thanks to overproduction, but by the time you're potentially experiencing that the throughput bonus from productivity will be very small compared to the bonus from techs and railroads. Order is like a generic neutral "better than tradition" NV, I can't see much reason to take it unless you're specifically opposed to the other NVs for some reason.
