No, but there's a way to manipulate what new research is.
Sit in bunker, wait for research to almost be complete, make sure you have supplies so it can actually complete. Edit accessories to force the game to cloud-save. When the research finishes, check it. If it's something you don't want, force the game to exit WITHOUT CLOUD-SAVING. Killing the gtav.exe process is one way.
If things go well, you'll load the cloud-save right before the research finishes, it will finish, you can check what it is, it's likely to be different than before. If you don't like it, kill the process and try again.
Personally, I think it's too much trouble.

Depends entirely on the wheel. Don't limit yourself to a "matching" class, but instead look for designs that complement the car's body. For example, here are Muscle wheels on an 811.
That other user has a point, though, about the custom tires. As a rule of thumb, don't use them unless it's thematically appropriate. Otherwise it'll look gaudy as hell.
