Yes, hell's where the 90 epics are born. Other than pandemonium rifts, which are technically better than hells but have the 3 times daily limit.

Good news is they did implement 90 legendaries, which are actually on par with 85 epic sets in terms of damage. Downside is it'll take you about 50 days to get a set, upside is that's a lot faster than hells.
