In the Kaneshiro arc she was there with everyone. Ryuji is not less important in that arc neither. That arc was to display Makoto in action, just like Futaba's arc was made by her. The entire team is important in every single of those arcs. Ann throw Mona to the desert and Makoto drove the car and saved everyone.
