I think I know what happened to MVCI. Disney told them to save money by subcontracting cheap modelers from the internet for the old characters and telling them just to copy MVC3 as a reference. Then they used their own more expensive modelers for the few new characters thinking a few would be enough to satisfy people. They wanted to get the base game out as fast and as cheap as possible so they could start selling DLC and Esports sponsorships.
