The story of Soldier DH is a story of the TF2 playerbase getting too gud for a weapon's base stats. In the right hands, it's pretty awful to fight, and "the right hands" didn't exist back in 2008. The fast rocket flight and auto mini-crits in mid-air are stat changes enough. The base damage bonus shouldn't exist in 2017 (maybe only against buildings).
