In case if someone don't get my argument, Okuu isn't the type of person that you would expect to want to destroy Gensokyo if she was given the power. And she's the only one who can receive it since she's a hell raven.

What's wrong is giving the power to someone who actually wants to destroy Gensokyo. Since no one would've thought Okuu want to destroy Gensokyo or use the power to do evil, it's ok to give that power to her for experimentation of Nuclear power, as a first step in solving Gensokyo energy crisis.

The effects are unknown. Okuu is the first person in history to receive such a power. Think of it like the effects of new medicine on somebody.
