What makes Legendary weapons legendary in this game? I can't access my game at the moment, is it the ability to add a light level mod? I think there's a blue with different perks for every gun archetype, some of which probably have better perks for PVP.

Legendary weapons have more customization options in terms of perks/sights than their Rare counterparts. You can also add a +5 mod to them.

There are some blues that are just purples (Lionheart AR is just Scathelocke for example, same perks and all).

The Antiope-D already has kill clip. But yes, there are probably a handful of blues out there that are just as good for PvP as a Legendary. It all just depends on what perks they have.
