The merge bonuses are set in stone, it's all dependent on which stats are highest at lv1.
+1 HP is basically guaranteed on first merge for any unit since that's really high at lv1, and second point depends.
For BK, +1 HP/ATK

You could say the blood pact instantly justifies it, but she agreed before the blood pact was even known about. Nothing in the game implies what she's doing is blameless or noble at that point, and the very end of it gives all credit to fucking Ike of course. Her enemies see her as a very real threat, Soren points out how dangerous her charisma makes her. Everyone knows she's in the wrong on the other side. Just because you're not seeing "damn that Micaiah to hell I'm going to absolutely brutalize her" does not mean everything she does is justified.
