For Empire or Napoleon? Darthmod seems to be considered mandatory for the former, and I know I've never once seen Russia, for example, make a full stack without it. Don't know about the Napoleon version.

Rome 1. I played Empire for the first time this year and it was completely unplayable without DM. Afterwards it still had issues but it was fun.

It really might be necessary though. Look at the EA multiplayer games. The lizards are having a hard time making it to the frontline without getting BTFO by darksharts, artillery and laser guided arrows.
It seems like they're going to do well against rush armies like VC, beastmemes, norsca and greenskins but really suffer against the keep away armies.

The Empire, Skaven, and Helfs were the only races to get heraldry books before GW killed the setting. There's probably more options for Delfs and Lizards but they're more obscure.
