By design, being a 3mov, 2 range unit means he will always have the first strike, especially if paired with a dancer. The only truly effective counter is simply a unit that can survive his initiation and kill on retaliation. The problem is that, not only are there precious few of those (all 5* locked) but several arena maps are set up so that dancerhardt can reach and strike multiple targets in their starting location, and they have no space to retreat to safety. Worse yet, if the dancer doesn't decide to dance him to his death immediately, they advance together and now cover literally every space on the entire map, guaranteeing they will target and kill any member of your team that won't survive it.

In truth, 'stopping rein' would require a unit that can survive rein, kill on retaliation and also prevent rein from targetting other vulnerable targets within his range, which would require some skill not yet in the game, and likely never to be included for very sensible reasons.
