Why do the tier lists put Akuma at top tier? He goes even or loses all of his matchups aside from blatant bottom tiers like Ryu and Alex. His neutral game is abysmal. Why isTokido is the only guy putting in work. Why don't we see more Akuma like we see Cummies and Ibukis?

I don't like how the hands are so close together and facing forward. I've been trying to play 4 button games with an arc layout so I don't have to move my hands much, but I keep getting confused with SF buttons and the layout isn't comfy to input thumb + ring finger. so I guess using default layout with smaller buttons would be better overall
