They aren't. Removing lifesteal is a huge nerf to early dueling which is the main reason it's rushed. You'll probably deal around a 100 or a bit more damage each auto (post-mitigation) when your sup gets it, 25 health steal basically equals 25% lifesteal and 25ad at that point which is absolutely insane, and some attackspeed on top of that too.
They're shifting it's power from early duel/skirmish item into a nice damage buff which is more useful later in the game.
I don't get why you people don't see that it's a nerf, not a buff.
