pretty much this. you need competent leadership, direction and purpose to have a successful raiding guild. if you don't want a splinter guild you're going to have to give up the reins (as far as the raid group) to a dedicated raid leader.
i can pretty much guarantee that isn't ever going to happen, so your raids will continue to fail until the raiders split off into a new guild.
