TW isn't really focused in history. Focus is on conflict and the tactical battles. That's why you have win conditions such as conquer most of europe as the HRE. That isn't historical, that's an attempt to encourage conflict, the main part of the game

The fact that TW has win conditions which are basically conflict, that the whole purpose of the other mechanics is to sustain conflict and the fact that factions are picked or left out to sustain conflict and are balanced around gameplay so they are more or less on an even field speaks of the true nature of TW

I didn't release any indian minors to lose infamy, or cheat or exploit in any way this playthrough. Just got really lucky with uncivs not civilising, Turkestan being released uncivilised after russia lots a great war so I could grab it all for 5 infamy, Egypt being annexed via sphere with all its cores after it won the oriental crisis, etc. Plus I think I released australia new zealand canada etc when the events popped up so i could burn some infamy.
Didn't get the Portugese colonies in Africa or Liberia because they're too much infamy though sadly. Managed to nab all of africa because the CB's are free for no infamy and I had all my armies ready the moment the berlin congress fired. Think I even reloaded a few times to get it just right.
