It takes up to 2 minutes to login with multiple error messages.

That's not how IPbans work. If they block IPs, they would get blocked at login. The servers can reject the IP after request but it still has to handle the request which is not getting through right now.
Of what, the 'no connection to server, close app / try again" error that's been posted one million times since the game released? Here you go.
Occasionally I get the cache message instead but that just turns into a connection message a few seconds later
