Graduating range vs hover siege mode depends on what circumstances you use them in.

If your team cannot or will not work with a sieged Hammer then graduating range loses a lot of of its usefulness. It's a talent where you have to sit still in one spot for 3 seconds to gain 1.1 range.To get the most out of it would mean you have to sit still for 15 seconds.

If your team will work with you though you could potentially always be holding objectives backed up by having an extra 5.5 range. Imagine taking the range of a ranged character and then adding it to the already insane siege range of sgt. Hammer.

So it depends on how the game is going whether you can use that talent to its fullest or not.

Executioner is the right lvl 16 talent most of the time, Hammer should be played as a squishier Raynor with a stronger chase/disengage
