I think it was Jefferson. Frank doesn't really match who she is writing about.
Maybe she met Jefferson after breaking up or saying she needed a break from Frank. There's no dates on any of this stuff so pretty much anything with Rachel is up to interpretation on how you want to see her.

Mr Jefferson says that she was willingly posing for him before she gets killed by Nathan.

I don't really understand why he would let Nathan try out his kidnapping and photography skills on her rather than some other, less "valuable" student though.

Chloe also says she would believe if Rachel posed for photos (which was her way of trying to deny the grim truth right in front of her).
My guess is that Rachel was letting Jefferson photograph her, but not in the Dark Room sort of way. Rachel was trying to use Jefferson to advance her own goals but also started falling for her, eventually she encountered his and Nathan's dark side and by that point it was too late to escape.
Jefferson was there when Rachel was drugged, or after, since he was the one taking photos of her (and later her and Nathan). Rachel's death was not purely Nathan's fault. That sounds more like Jefferson trying to say it was because he refuses to accept that perhaps he also made mistakes with his own process.

Yeah, someone mentioned in some thread before that between the overlook and the Junkyard scenes Rachel and Chloe where supposed to stop by the mill.
It's such a shame they cut it, I'd prefer waiting longer but have more content.

I also find these pretty interesting. From what I could gather, these are actions that pop up when you interact with objects. Some of them I can see being used in a normal context (like maybe "destroy" a thing or "coerce" someone into giving you the information), some of them are just curious ("throw off the cliff" or "burn the glove"), but what I'm really interested in are these "disappoint", "fail", etc. With Chloe's dreams and her pretty obvious insecurity, I think this maybe leading up to something like Max's nightmare sequence.

Forgive me if this is old news, I just got out of my cryosleep a couple of days ago and went through the first episode of BtS.
