OWL got announced meanwhile blizz was killing the tournament scene so he got worried that if he kept playing OW the viewercount would drop as blizzard kept killing the esports and compet side which is what people followed him for.

literally genji he needs to be balanced is the same mechanic on he swift strike from HotS. basically, his swift strike only resets if two conditions are met:
>first, it must hit an enemy hero.
>second, that hero must die within 2 seconds of being hit
this offers a high risk high reward playstyle that makes genji very fun and rewarding to play rather than the dive n' die style that's existed since beta
