The anime definitely helped a lot, but you can't take away credit from the seiyuu, they kept at it vert hard when it was still very uncertain whether all that effort would pay off at all. Aqour seiyuu knew what the end result is already if they put in effort, hell even if they don't put in effort they are already far more successful than any number of starting idol groups just from the brand name alone.
