Cygames does "emotional" balancing. There's a reason trash cards like Test of Strength get nerfed, The game is literally aggro and combo 100% of the time, and subhumans go up in arms when control manages to make it 99% of the time.

It's exactly as you say. Everyone gives haven a lot of shit but the truth is that they have been one of the weakest classes for a long time. Its wards, healing, banishing, amulets and mass removal are worthless now. And yes, lion was bullshit but it was the whole neutral package that was busted.

Well they do for good reason. Elana heals for horrific amounts. Gsun wards indefinitely while healing for more than most aggressive decks can put out in both burn and bodies. Count when it's amulets pull ahead of the curve absolutely shatter shitters. Seraph can completely lock you out of a game unless you run a flying brick that loses you other games. Aegis variants pull from the others and while it's not as oppressive, it still runs over not-meta decks much like morde and proar cancer. Storm is just bleeding to death in a barrage.

Haven's healing is massively overrated, and Guardian Sun has never been better than meme tier. Seraph was good once upon a time, but after DE, dropping a turn 8 do-nothing has become a death sentence. It's gotten so bad that dropping a turn 2 Aria against Sword is almost a death sentence.

Sure, Haven might win against a lot of tier 2 decks, but who gives a shit? People don't compete to beat shitters and get obliterated by everyone else. Haven, as a class, sucks because from the get-to, the game as designed to be fast simple. Creating a class that revolves around slow drawn-out games was a mistake because it would never be allowed to be good by the players or the devs. The only hope for Haven is Storm which hasn't gotten new amulets since DE.

Not a single thing you said doesn't apply to D.Shift, and D.Shift has never been touched, ever. Haven gets nerfed, because it's not popular with low ranks, it's as simple as that. The height of the class' power was neutral Haven, which was entirely on the back of the broken neutral engine, and DE Haven, which was an overbuff to the worst class in the game at the time, and even then it was tier 2, because midrange Royal and tempo Elf existed.

Haven is consistently at the bottom 3 at all times throughout the game's lifespan aside from a few power spikes here and there. There has never been a Haven equivalent to the tier 0 midrange Shadow, neutral Blood, Zell Dragon, standard PtP, RoB Daria, or DE Royal. It's the only class in the game that didn't have a meta where it was the definitive best class in the game, but somehow, it manages to be the most complained about class every single expansion right after the best class, because unga subhumans don't want anything even remotely controlling to exist in this game.
