There were many oppressed minorities in Iran, Persians for example were always less than 60%.
The azaris were only given some rights, while the Kurds, Armenians and Jews didn't have anything.
There's also the religion question, probably the biggest one, as the Shah and the party were always anti-islam, further dividing from nationalists wanting to at least preserve their religion.

Do you have any expansion goals? You should at least try to get all the Kurdish and Azerbaijani places if you're doing this. Also try to spread communism to Russia and actuslly keep it stable some how.
