Let's upgrade your 10* units from 0 to 12* 150ATK.
That's 500-600ATK for all three, roughly 30% damage increase.
Now let's upgrade your 20 element +20 evleda to a 60 element +35 400ATK Qliphad... see where this is all going?

You won't be upgrading from 0 atk because it costs nothing to get to 100 atk.

TeBr is FAR from a "dead class" or a meme class it's still one of the best combinations

for reference, here's the total multipliers for each Te sub (Fi, Hu and Br)

Avg Stance + Atk Adv.: 1.70775 (1.878525 for charged techs)

On bosses that show weakpoints a lot (aka deus) it's still slightly better than TeFi though if you can maintain PP Slayer TeFi wins by a really small margin

TeFi still wins on mobbing just because of chase, but everything dies extremely fast nowadays so ¯\_(ツ)_/¯

Overall, TeFi is slightly stronger if you can maintain the conditionals, i find they are really bothersome for me so i just meh

And the answer to your question is yes, Weak stance multipliers apply to the explosion itself but not the actual wand hit unless it's a weakpoint
