Smithing and crafting are useful for slayvention if you can stand making slayer rings. Getting 90 in at least one port skill would be good since that's a giant timegate. Rc of 77 makes nodes in p2p runespan good for afking.

For f2p your options are fairly limited but you could try making urns.

It's not complete, it's completionist's. There is a FUCK HUGE difference in meaning.
Complete cape would mean completing absolutely everything without exception. It does not exist, and probably never will.
Completionist's cape goes to one who has the spirit for completion. Whether or not that person has completed everything, they've done enough to prove the point they're willing to at least aim near it.
I'd define "Completionist" as "One who is completing things", rather than the past tense.
