They want Junkrat to be spamming grenades as they are super low impact and serve only to annoy. Mana is a mechanic that limits uptime of abilities, so putting mana on a hero designed to spam constantly is dumb.

I'm not any of these guys in that conversation, I just legitimately believe AA heroes are too easily mitigated to be any real threat, thus there's no real reason to have Cassia in the game. I like her though, she's one of the few Assassins I actually like.
