in GTA IV / TBOGT it was still reasonable how you had RPGs on foot but the annihilator only had machine guns and the APC fired the same shots as the explosive shotgun

The only reason they have any "serious advantage" is because they have bullshit accuracy, but if you look at how they function and confuse their path that's meant to lead them directly to you, they're quite braindead.

You haven't had to deal with them while driving a slow vehicle lately have you? They have some impressive offensive driving programming and actual teamwork. My friend accidentally dragged them past me in the Ruiner2k Bunker mission and I had to drive 4 miles back 4 stars in one of those slow-ass armored SWAT vans, they boxed me in no less than 6 times.

I do know about their behavior if you're driving a slow vehicle, but if you're driving a car in a straight line at medium speed and above, they'll instead resort to ramming your rear without even bothering to P.I.T. you like in San Andreas.
