NR's Reality Marble is super broken and creates a being that can only be killed by a very specific weapon, turning into a real Dragon is super overpowered, Fluffy and Babbages area effects aren't entirely known yet but both can catch whole groups of Servants inside of them, W.F.D is supposed to completely destroy anything based on mystery which includes Servants as a concept and probably only jobbed to the Pillars because it would mean there's no final fight in America.
EX rank means whatever it does or whatever effect it has is top tier. Stheno and Euryale's EX ranked Divinity doesn't mean they are unclassified divine and possible less Divine then like D rank, it means they are literally Gods.
Now, EX rank doesn't always mean it's the strongest in every situation ever since rank isn't a direct correlation to strength, but it does mean that whatever it does is in a class of it's own at the top of the category.
