Depending on your eyes, you might be able to detect very slight differences in FPS up to ~75 fps on a 60 Hz monitor, since the "official" refresh rates will occasionally vary wildly.

You'll definitely want a monitor with a higher refresh rate, though.

My tactic works pretty well: take Zen Dva Mercy.
Orb Mercy, dive with Dva, kill the Mercy. If Dva dies you still have rez, but you usually can escape. Zarya on your team is even better, she can bubble Dva.
If it works you got a fight if it isn't you will bate the ult.
