800 damage per shot, faster reload speed, 4 ammo max, leap has 10 second cooldown, ult gives him faster fire rate and infinite ammo, heal is not over 1 second with a channel, almost instant (for 1k health still), and net shot lasts for 2 seconds

Buck leap being 10 seconds does not affect him a lot.
With stomping ground if you get a kill it refunds 60% of your active cooldowns so that cards value is increased even more.
So with seismic wave 4 makes it 8 seconds and stomping ground refunds 4.8 seconds. Your downtime is 3.2.

Yep, as an andro main I think they should have reduced his fire rate to 0.4 per shot instead, just because his dps is simply too high. Tweak lex's dps down too. Bam, balanced.
